The Cabinet of Ministers has begun the move to a "compact" service model for assigning state pensions. District and city departments of the Treasury and the Pension Fund will be replaced by small offices. For now this is a pilot running until the end of 2026; a nationwide launch is planned from 1 January 2027.
Cabinet Resolution No. 576 of 19 October 2026 "On measures for the phased introduction of a compact service system for citizens in the assignment of state pensions" took effect on the day of its adoption. It builds on Presidential Decree No. UP-105 of 26 June 2025, under which district and city departments are to be abolished from 1 January 2027.
The experiment runs from October to December 2026 in selected cities and districts, including in the Andijan, Samarkand and Syrdarya regions. If the pilot succeeds, the mechanism is planned to be rolled out nationwide from 1 January 2027. The publications do not name the specific cities.
What this means in practice. The rules for assigning a pension and the right to one do not change; what changes is where to apply and who makes the decision. Residents of pilot areas should check with their territorial Pension Fund department where a pension is processed in the coming months. Other regions should wait for the pilot results and the decision on the 2027 launch.
