Resolution No. PP-325: 6% loans for electrical manufacturers, 10-year exemption from profit, property and land tax for anchor investors

Presidential Resolution No. PP-325 of 12 September 2026 on developing the electrical engineering industry took effect on 16 September. It introduces loans at 6% per annum, tax benefits and an exemption from profit, property and land tax for anchor investors. The main financial support measures start on 1 October 2026.

Loans and guarantees

From 1 October, companies in the sector can obtain working capital loans from commercial banks. The terms are:

  • Amount: up to USD 5 million per business
  • Term: up to 2 years, with a 3-month grace period
  • Rate: 6% per annum, recalculated to 4% if the loan is repaid within the first year
  • Guarantee: the National Business Guarantee Company covers 50% of the amount, capped at UZS 20 billion

For investment loans in 2026–2028, interest is compensated on a "2+1" basis. The third year is covered only if revenue grows by at least 15%.

Tax benefits

  • Polyethylene granules imported by manufacturers for their own needs are exempt from excise tax until 1 January 2028
  • New projects may use accelerated depreciation over three years
  • The benefits under Resolution No. PP-15 are extended until 1 January 2030
  • Domestic component suppliers get a 50% property tax cut in 2027–2029

Terms for anchor investors

Anchor investors from the Forbes Global 2000 investing at least USD 50 million are exempt from profit, property and land tax for 10 years. In return, they commit to:

  • Raising value added above 40% within three years
  • Spending at least 3% of profit on R&D

What this means in practice. Manufacturers should prepare their bank documents before 1 October and check whether they meet the revenue-share conditions for tax benefits. Component suppliers will need to register on the electronic platform of the Agency for Industrial Cooperation and Public Procurement to claim the property tax benefit.
