From 1 November Business Prepayment for Electricity and Gas Falls from 100% to 15%: Conditions and Who Qualifies

From 1 November 2026, the monthly prepayment for electricity and natural gas for businesses will be 15% instead of the current 100%. At the same time, written consumption reports are abolished and supply contracts move to electronic form.

The measure is set out in the Presidential decree of 27 August 2026 "On measures to implement the tasks defined at the VI open dialogue of the President with entrepreneurs". The new rules apply from 1 November 2026.

Who can pay 15%

The reduced prepayment is not available to everyone. A business must at the same time:

  • be connected to the automated electricity (ASKUE) and gas (ASKUG) metering systems;
  • have meters with remote disconnect and reconnect functions;
  • keep payment discipline — the benefit does not apply to enterprises that failed to do so in the previous two months.

What is abolished

  • the obligation to submit written energy consumption reports to the regional electricity and gas supply organizations;
  • paper electricity and gas supply contracts — they will be concluded electronically.

Why it matters

A 100% prepayment tied up businesses' working capital. Cutting it to 15% frees money that companies can use for current expenses. The measure was announced at the President's open dialogue with entrepreneurs in Khiva.

What this means in practice. If your company has no remotely controlled ASKUE or ASKUG meters, the reduced prepayment does not apply to you. Ask your supplier whether you are connected to the metering systems and make sure before 1 November that you have no payment arrears for the last two months. Clarify the switch to electronic contracts with your regional supply organization.
