Cabinet Resolution No. 579: compatriots abroad can be invited online — an electronic invitation with a QR code is valid for three months

Compatriots living abroad and their family members can now be invited to Uzbekistan through an electronic service: the invitation comes with a QR code and is valid for three months. A separate procedure has also been approved for issuing biometric travel documents to stateless persons.

This is Cabinet of Ministers Resolution No. 579 of 20 October 2026. It entered into force on 21 October 2026 and approves the regulations of two public services.

Inviting compatriots

  • documents are submitted through the unified portal of interactive public services (EPIGU) or at public services centers;
  • they are reviewed within two working days;
  • the authorised body then prepares an electronic conclusion within seven working days;
  • the applicant receives an electronic invitation protected by a QR code;
  • the invitation is valid for three months from the date of issue.

Biometric documents for stateless persons

The service is intended for stateless persons residing in Uzbekistan. After the application is reviewed, the authorised body notifies the applicant to provide biographical data, a digital photo and fingerprints.

  • fingerprints are required from persons aged 16 and over;
  • documents must be submitted within one month of receiving the notice;
  • they can be submitted through a public services center or EPIGU.

What this means in practice. Compatriots abroad and their family members can be invited online, without visiting agencies in person: review and conclusion together take up to nine working days. It is worth arranging an invitation in advance, given its three-month validity. Stateless persons should not miss the one month allowed for submitting documents after the notice.
