Uzbekistan adopts a new law on real estate brokerage

A new version of the Law “On Realtor Activity” has been adopted. It takes effect on November 8, 2026 and for the first time comprehensively regulates the real estate brokerage market.

The key novelty is mandatory qualification. A realtor may work only within a realtor organization and with a qualification certificate issued after completing a training program and passing an exam. Only specialists and agencies included in the unified register will be allowed to operate officially.

The law defines the list of realtor services: transaction support, organization of auctions, trust management of properties, consulting and advertising services. Supervision of the industry is assigned to the Agency for State Assets Management.

For buyers and sellers this means better protection: requirements for intermediaries become transparent, and market participants can be verified through the register.
