Tougher liability planned for construction violating the master plan

Parliament is discussing tougher liability for illegal and unauthorized construction. On August 12, deputies recommended increasing penalties for construction that violates the general development plan.

Amendments are being made to the Urban Planning Code and the law “On Licensing, Permitting and Notification Procedures”. They cover construction without legal grounds as well as works deviating from the general plan, master plan and approved project documentation.

Building an apartment block without the inspectorate’s permit will cost citizens a fine of 400 BCUs and officials 450 BCUs, with criminal liability introduced for repeated violations. Earlier, parliament approved criminal liability for moving residents into buildings not commissioned for use. In 2025 alone, 1,952 illegal structures were identified across the country.
