
Presidential Decree No. UP-160 of 14 August 2026 approved the "Justice 2030" strategy. The document sets six priority directions: "People's Court", "Stronghold of Justice", "Guaranteed Justice", "Guardians of Justice", "Digital Justice" and "International Recognition".
From 1 July 2027 inter-district courts will be created and judicial control at the pre-trial stage of criminal proceedings will be strengthened using the prima facie standard. From 1 August 2027 the Supreme Court's registry of precedents will be publicly available.
From 1 January 2028 a standard of proactive case management in economic disputes will be introduced, along with the institution of court administrators who will take the organisational load off judges.
In 2027–2030 district civil courts will open across the country, making justice more accessible to rural residents.
What this means in practice: the judicial system is becoming closer and more transparent: an open registry of precedents will allow you to assess the prospects of a case in advance, while inter-district and rural courts will shorten the road to justice.
