
Entrepreneurs who involve families from the Social Register in cooperation projects can now obtain collateral-free loans of up to 5 billion soums. This is provided for by Decree No. UP-193 of 11 September 2026 “On measures to increase household incomes through the creation of sustainable jobs and accelerated development of small business”. The decree entered into force on 12 September 2026.
Decisions on preferential loans under the family and youth entrepreneurship programmes are now taken by district and city headquarters for the creation of sustainable jobs. They will manage more than 3.2 trillion soums, including:
From 1 October 2026 the headquarters will also decide on compensating part of the interest on bank loans taken by self-employed persons and small and medium-sized businesses. The payments are made by the Entrepreneurship Development Company.

What this means in practice. An entrepreneur ready to employ families from the Social Register should prepare a cooperation project and apply to the district (city) headquarters. Employers should note that from 2027 the childcare allowance for children under one will be paid by the State Social Insurance Fund.
