Resolution No. PP-374: pastures to be split into green, yellow and red zones, grazing norm capped at 5 ha per head, pasture insurance from 2028

The President has approved new rules for the use of pastures. Grazing norms will be set by region and capped at five hectares per head of livestock, pastures will be divided into three categories, and pasture insurance will appear in 2028.

Resolution No. PP-374 was signed on 14 October 2026 and covers the effective use of pasture land and state support for livestock farms. Some provisions apply from 1 November 2026, others from 1 January 2027 and 1 January 2028.

Norms and pasture categories

  • from 1 January 2027, the Livestock and Pasture Development Agency approves, by region, the area norm per head of large and small ruminants — no more than five hectares;
  • based on geobotanical surveys, pastures are divided into "green" (grazing allowed within norms), "yellow" (mandatory pasture rotation) and "red" (a grazing moratorium of at least three years).

Control and courts

From 1 January 2027, lawsuits by the lessor to terminate leases with those whose herd exceeds the norm or who grossly violate grazing rules are generated automatically on the E-yaylov platform. They go to court through integration with the Supreme Court's information systems.

What livestock owners and residents get

  • from 1 January 2028, pasture insurance against loss of productivity from fires and other natural events is introduced: the user pays 50% of the premium and the Agricultural Insurance Fund pays 50%;
  • public pastures are leased free of charge for 49 years to mahalla citizens' assemblies at a zero tax rate; residents graze livestock free of charge, while assigning plots to individuals, subleasing and dividing them are prohibited;
  • from 1 November 2026, vertical wells on pastures may be drilled only under the optimal placement map approved by the Agency;
  • wells built with budget funds are handed to livestock farmers for free use, on condition of collective use.

What this means in practice. Pasture tenants should compare their herd with the future regional norm before 1 January 2027: if it does not match, a lawsuit to terminate the lease will be generated automatically. Anyone planning to drill a well must follow the optimal placement map, which is mandatory from 1 November 2026.
