
From 1 September 2026, installing CCTV cameras became mandatory on new construction sites: apartment buildings erected by entrepreneurs, category III–IV social facilities, hotels, tourist, retail and industrial facilities.
For projects financed from the state budget, cameras are mandatory when the cost exceeds 3 billion soums.
The measure provides constant remote monitoring of the progress and quality of construction and is aimed at reducing violations of urban planning norms. The requirement affects developers, contractors and customers of budget-funded construction.
For home buyers this is an additional protection mechanism: site footage can become evidence of technology violations in disputes with a developer — from cracks in a new building to missed deadlines.
What this means in practice: if you are litigating with a developer over the quality of a building started after 1 September, demand the disclosure of CCTV recordings from the site — they are now required to exist.
