Decree No. UP-202: no more fee for reconnecting electricity and gas after debt; compensation for prolonged outages to follow

If your electricity or gas was cut off for debt, you no longer have to pay to be reconnected. This is set by Presidential Decree No. UP-202 of 22 September 2026, which entered into force on 24 September. Compensation for prolonged outages is still being prepared.

Besides reforming the management of the energy sector, the decree changes the rules for ordinary consumers. The amendments were made to the Rules for the Use of Electricity and Natural Gas.

Reconnection fee abolished

Consumers disconnected from the power grid or the natural gas network because of debt will no longer be charged an additional fee for reconnection. Previously, restoring supply cost:

  • Households — two base calculation values (880,000 soums at the current BCV)
  • Legal entities — ten BCVs (4.4 million soums)

In addition, for consumers without debts and with modern meters, disconnection for arrears will no longer be treated as a breach of the rules.

What else the decree orders

The decree also sets tasks for the coming months:

  • By December 2026 — draft and submit to the Cabinet of Ministers a mechanism for paying compensation to consumers if power outages are not fixed within the set time
  • By February 2027 — prepare a concept for switching to electric heating in mahallas where natural gas is hard to deliver
  • In April 2027 — prepare a draft document on preferential tariffs for such consumers and support for buying energy-efficient household appliances

What this means in practice. If your electricity or gas was cut off for debt, once the debt is paid the supplier may not demand a separate reconnection payment. If asked, refer to the decree and keep your payment receipts. The compensation mechanism for prolonged outages is not yet in effect: it will only start working once a separate government decision is adopted.
