Cabinet Resolution No. 551: From 1 January 2027, Applications to Lease State Property Go Online, Free of Charge

The government has approved an administrative regulation for the public service of leasing state property. From 2027, applications can be submitted through the EPIGU portal or a public service centre. The service is free, and the contract is signed electronically.

Cabinet Resolution No. 551 was adopted on 9 October 2026 and took effect the same day. The regulation sets out how state property leasing is organized, how lease contracts are drawn up, and how they are amended and terminated.

How the service will work

  • From 1 January 2027, applications are accepted through the Unified Interactive Public Services Portal (EPIGU) or public service centres.
  • The service is provided free of charge, and no fee applies to electronic applications.
  • The application states the description, location and area of the property, its intended use and other lease terms; a cadastral extract and photographs are attached.

Review deadlines

  • A territorial office of the Center for Effective Use of State Property checks the application for completeness within two working days. Incomplete applications are returned for correction.
  • After a refusal, the applicant may reapply within one month after fixing the grounds; otherwise the application is not considered.
  • Approved properties are offered on the "E-auksion" electronic platform, and the applicant is notified within two working days.
  • The contract is drafted within ten working days after the auction protocol is signed, and the lessee signs it electronically within two working days.

Amendment and termination

Changes and termination of contracts are handled through the online-ijara.uz system. A supplementary agreement is sent for signature within three working days, except where a court has terminated the lease or declared it invalid.

The Agency for Management of State Assets, together with the Ministry of Digital Technologies and the Ministry of Justice, must launch a system for tracking application review on the portal within two months.

What this means in practice. Entrepreneurs planning to lease state property should prepare a cadastral extract and photographs of the property in advance: from 1 January 2027, applications are accepted online. There will be no need to visit agencies, and progress can be tracked on the portal.
