Families in need will receive a one-off payment of 1 million soums for the 2026/2027 heating season, to be transferred in November. At the same time, more people will qualify for compensation for electricity, gas and coal: the income threshold has been raised to 2 MCE per person.
The President signed Decree No. UP-236 on 28 October 2026; it was made public on 30 October. The minimum consumer expenditure (MCE) currently stands at 715,000 soums, so 2 MCE is 1.43 million soums.
The main criterion is income of no more than 2 MCE per family member. For residents of apartment buildings with central heating, the threshold is 2 MCE in Karakalpakstan and the regions and 3 MCE (2.145 million soums) in Tashkent. Families with higher incomes may receive the payment by decision of district and city headquarters for job creation and income growth.
Compensation for the difference between electricity and gas tariffs within and above the basic consumption norm has been extended until 1 April 2028, and partial compensation for coal costs until 1 January 2029.
What this means in practice. If your family is in the Social Register, the payment should be transferred in November; if it does not arrive, check with your mahalla. If you are not in the register but your income per person does not exceed 1.43 million soums (2.145 million soums in an apartment building in Tashkent), contact your mahalla "seven": it decides whether your family is added to the recipients. Those previously refused gas and electricity compensation should also check the new thresholds.
