
Presidential Resolution No. PP-314 of 4 September 2026 expands the powers of prevention inspectors. The document took effect on 5 September.
An inspector may now limit the response to a warning for 17 types of minor administrative offences committed for the first time. At the same time the inspector gains the right to impose administrative penalties for four offences related to traffic safety on mahalla streets and pavements — for example, riding on the pavement and driving without a licence.
Inspectors have also been given nine categories of administrative cases that were previously handled personally by the head of the district or city police department.
The resolution also limits the workload placed on inspectors: they may not be assigned tasks unrelated to their official duties. Residents get a "no-confidence initiative" mechanism — a vote may lead to disciplinary measures against an inspector, up to dismissal.
What this means in practice: a report in a courtyard or on a mahalla street may now be drawn up by a prevention inspector, not only by a traffic officer. The inspector's decision is appealed in the usual way — to a higher authority or to a court.
