Draft: heating and hot water tariffs in Tashkent could rise 30% from 1 November, public discussion until 28 October

The Ministry of Construction and Housing and Communal Services has put a draft Cabinet resolution up for public discussion: from 1 November 2026, heating and hot water tariffs in Tashkent could rise by about 30%. This is still a draft, not an adopted act. Discussion runs until 28 October 2026.

The previous increase in the capital was in November 2025. The draft also proposes new tariffs for the regions.

Proposed tariffs for Tashkent

  • Heat energy for residents: from 156,643 to 203,636 soums per Gcal, including VAT.
  • Heating: from 241.44 to 314 soums per sq m per day.
  • Hot water with a meter: from 8,928.67 to 11,607 soums per cubic metre.
  • Hot water without a meter: from 52,303.39 to 45,330 soums per person per month, which is lower.

What else is in the draft

  • From 1 January 2028, residential tariffs would be indexed once a year from 1 May in line with inflation, capped at 10%.
  • For legal entities, the Interdepartmental Tariff Commission under the Cabinet would set new heat tariffs within three days of the act being adopted.

What this means in practice. If the draft is adopted unchanged, November heating bills will be calculated at the new rates. Tashkent residents with hot water meters should expect payments to rise by about 30%. Comments on the draft can be submitted until 28 October. Final figures and the effective date will be known only once the resolution is adopted.
