From 1 September the minimum wage is 1,360,000 soums and the BRV is 440,000: fines and fees are recalculated

From 1 September 2026, in accordance with Presidential Decree No. UP-115 of 23 June 2026, the minimum wage rose from 1,271,000 to 1,360,000 soums, and the basic reference value (BRV) from 412,000 to 440,000 soums. The increase is 7%.

At the same time, public sector salaries and student stipends grew by 7%; pensions and allowances were indexed by the same decree as of 1 July.

The BRV increase automatically changes everything pegged to it: state fees, fines, limits and tax calculations. For example, the fare-dodging fine (0.1 BRV) is now 44,000 soums, and the 12,000 BRV threshold for switching to the general tax regime has grown to 5.28 billion soums.

Employers should check their staffing tables: a salary below the new minimum wage is a labour law violation, to which the inspection moratorium does not apply.

What this means in practice: check employment contracts and internal regulations against the new minimum wage and recalculate payments expressed in BRV — the old amounts are invalid from 1 September.
