Cabinet Resolution No. 510: a registry of AI solutions that state customers can buy for up to 2,500 BCV

The Cabinet of Ministers has created a registry of AI solutions from businesses that state customers can buy through a “request for proposals” for up to 2,500 BCV. Resolution No. 510 of 22 September 2026 entered into force on 23 September 2026.

The resolution approves the Regulation on forming and maintaining a registry of artificial-intelligence information systems (software products) of businesses admitted to public procurement through a “request for proposals”.

The document was published in the National Legislation Database in the state language. It implements Presidential Decree No. UP-189 of 22 October 2025.

What the registry is

The single registry is a centralised database of commercial companies and the AI systems they offer. The aim is to make it easier for government bodies and companies with a 50% state stake to deploy such solutions.

Procurement under this mechanism is based on the information in the registry. The list of registered products will be published on the national portal ai.gov.uz.

Purchase terms

  • Method — a “request for proposals”
  • Limit — 2,500 base calculation values: with the current BCV of 440,000 soums, that is 1.1 billion soums
  • Requirements for the systems — security, transparency and quality

Ministries and agencies are responsible for properly integrating the products into their infrastructure. They must also prevent duplicate purchases and unjustified spending of budget funds.

What this means in practice. IT companies developing AI solutions and counting on government contracts should prepare in advance for inclusion in the registry. Check your products against the security and quality requirements. Government bodies and state-owned companies buying AI systems within the limit should consult the list on ai.gov.uz and avoid duplicate purchases, for which agencies bear responsibility.
