Cabinet Resolution No. 480: from 1 October public procurement start prices are set in a portal module, and from 2027 AI will calculate them

From 1 October 2026, state customers must set the average market and starting price of a purchase in a separate module of the public procurement portal. From 1 January 2027, an AI-based module will automatically determine the average market price of goods on an approved list.

The rules were introduced by Cabinet of Ministers Resolution No. 480 of 8 September 2026 "On measures to introduce a transparent system for assessing the value of public procurement". It took effect on 9 September.

The resolution approves the Temporary Regulation on determining the average market and starting price of a procurement item. The Regulation is valid until 31 December 2028.

How the price is set

All state customers must set the price in the module of the special public procurement information portal before launching a purchase. The calculation rules:

  • Market prices for the last 90 days are used
  • Where these are unavailable, prices for up to 365 days are used
  • The characteristics of the goods compared must match those being purchased
  • Choosing cheaper, non-comparable options at the expense of quality is prohibited

What changes in 2027

The AI-based module will work with goods on an approved list: 60 types, according to norma.uz. For these goods, the calculated average market price will be the priority basis for the starting price.

The calculated prices, the number of sources and the calculation date will be published openly.

Preparatory deadlines

  • By 1 December 2026, the procurement classifier will be aligned with product identification (IKPU) and HS codes
  • By 1 January 2027, the information systems of the tax, customs, statistics and other authorities will be connected to the portal to transmit price data in real time

What this means in practice. Prices in existing contracts and responses to requests will directly affect the starting prices of future tenders. Suppliers should therefore:

  • Respond to price requests through the portal module
  • Make sure the IKPU codes in their offers are correct
