Decree No. UP-202: daytime electricity for large businesses becomes 1.5 times cheaper, night discount scrapped

From 24 September 2026, large businesses pay 1.5 times less for daytime electricity, and the night discount is scrapped. The changes come from Presidential Decree No. UP-202 of 22 September 2026 “On measures for the further development of the fuel and energy sector”.

The decree was published in the National Legislation Database. It amends the Rules for the Use of Electricity and Natural Gas, mainly the way businesses pay for energy.

Who is affected

The change concerns Group I consumers — those with a combined connected capacity of main and backup supply of 750 kVA or more. Their differentiated tariff is changing.

How the tariff changes

Previously, a 1.5 reduction coefficient applied at night (22:00 to 6:00), while the standard tariff applied from 9:00 to 17:00. Now it is the other way round:

  • At night — the base tariff
  • During the day — a tariff reduced 1.5 times
  • At peak hours (6:00–9:00 and 17:00–22:00) — the 1.5 increase coefficient remains

With a base tariff of 1,100 soums per kWh, this means about 733 soums in the daytime and 1,650 soums at peak.

“Model consumer” status

The decree also introduces the status of a “model consumer”. It will be granted to entrepreneurs who:

  • Are connected to automated electricity and gas metering systems
  • Have a remotely controlled meter
  • Have paid on time for the past two months
  • Have no violations

They will be able to prepay 15% of the contracted volume each month instead of 100%. The rest is paid as they consume.

What this means in practice. Companies with 750 kVA or more should review the schedule of their energy-intensive equipment: night work no longer earns a discount, while daytime consumption is cheaper. It is also worth checking whether the business meets the “model consumer” criteria. If needed, install automated metering and a remotely controlled meter to ease the pressure on working capital.
