"Entering business without a licence": three months to launch a licensed activity

Law No. ZRU-1164 of 13 August 2026 introduced a special regime called "Entering business without a licence". An entrepreneur may temporarily start certain licensed activities by sending a free notification through electronic systems or the Single Portal of Interactive Government Services — and operate while the licence is being processed.

The grace period is three months. During this time no sanctions for operating without a licence are applied: the business gets time to bring its activity into line with licensing requirements and obtain a licence, or to wind the activity down.

The same law regulates electronic archives and the creation of private archives, and amends family legislation on giving a child a surname following the paternal line in accordance with national traditions.

The law came into force on 14 August 2026.

What this means in practice: if you were planning a business in a licensed field, you no longer have to wait for the licence to start: submit a notification and use the three months to complete the paperwork.
