
The Ministry of Transport has proposed a single register of carriers and an aggregator for electronic waybills to bring road freight out of the shadows. The projects were presented to President Shavkat Mirziyoyev on 21 September 2026. For now these are only proposals.
According to the ministry, the shadow economy accounts for more than 42% of road freight haulage. The main reasons are:
According to the ministry, this will make life easier for carriers, help legalise informal services and make the sector more transparent. The procedure and deadlines for entering the register and the requirements for electronic waybills will be set by a separate regulation once it is adopted.
The presentation also covered 17 logistics centre and terminal projects in Tashkent city and the Tashkent, Andijan, Surkhandarya and Bukhara regions.
USD 200 million is being allocated to upgrade five railway sections, including Angren–Pap and Tashkent–Samarkand. Their capacity should rise by 25–30%.
What this means in practice. The register and aggregator are designed precisely to bring informal haulage into the open, so it is better to prepare before they go live. Carriers and shippers who work without contracts or waybills would be wise to:
- Switch to cashless payments now
- Document shipments with written contracts and electronic waybills
- Put their vehicle paperwork in order
