
The President signed Law No. ZRU-1168 of 17 August 2026, radically updating the Law "On Guarantees of Freedom of Entrepreneurial Activity". A new chapter with the basic principles of doing business has been added.
The principles include freedom of lawful entrepreneurial activity, protection of private property (expropriation is possible only by court decision with full compensation), legal stability and protection of legitimate expectations, and equality regardless of the form of ownership.
Minimising bureaucratic discretion is enshrined separately as an anti-corruption measure: the less an official "decides case by case", the less room there is for abuse. Protection from unjustified inspections and a unified register of mandatory business requirements are provided for.
The law also secured legal protection of privatisation results.
What this means in practice: entrepreneurs get direct legislative support in disputes with inspectors: requirements for business must be in the unified register, and seizure of property without a court decision and compensation is ruled out.
